MAP Unhas Promotes Double Degree Program to West Sulawesi Provincial Government Civil Servant

 

Makassar, February 12, 2026 — The Master of Public Administration (MAP) Study Program, Faculty of Social and Political Sciences (FISIP), Hasanuddin University, held an online socialization event for its double degree program with the Human Resources Development Agency (BPSDM) of the West Sulawesi Provincial Government on Thursday, February 12, 2026, from 9:00–10:15 WITA. This event is part of MAP Unhas's efforts to expand access to international education while supporting the capacity development of state civil servants in the region.

The event was moderated by the Head of the Civil Servant Development Division of the West Sulawesi Provincial Government Human Resources Development Agency (BPSM Sulbar), Hj. Rini Lukita Sari, MAP. The event was opened by the Secretary of the West Sulawesi Provincial Government Human Resources Development Agency (BPSDM), Suhamta, SH, MAP, who represented the Head of BPSDM. In his remarks, he expressed his appreciation for the initiative of MAP Unhas in presenting an international-standard master's program, which is expected to be a strategic solution in improving the quality of human resources within the West Sulawesi Provincial Government.

The event was introductory by Prof. Dr. Gita Susanti, M.Si., Head of the MAP Unhas Study Program. She emphasized that the development of the double degree program is part of MAP Unhas' commitment to being a globally oriented study program with a direct impact on improving the quality of regional governance. Through international collaboration, MAP Unhas strives to provide a cross-border learning space relevant to the needs of modern bureaucracy and strengthen the leadership capacity of the public sector.

The main socialization material was delivered by Andi Ahmad Yani, M.Si, MPA, M.Sc as the Global Partnership Coordinator of FISIP Unhas. He explained that MAP Unhas offers two double degree program schemes that allow students to obtain two master's degrees from internationally reputable partner institutions. The first program is a collaboration with Victoria University of Wellington (VUW), New Zealand, which provides an opportunity for students to obtain a Master of Public Management (MPM) from VUW and a Master of Public Administration from Unhas through a scheme of one year of study at Unhas and one year in New Zealand. The second program is a collaboration with Rikkyo University (RU), Japan, which allows students to obtain a Master of Social Design and Administration (MSDA) from RU and a MAP from Unhas through a scheme of one year in Indonesia and one year in Japan.

In addition to the double degree program, Rikkyo University Japan also offers a single degree option through a sandwich scheme, where Unhas MAP students can attend a semester of lectures in Japan using a credit transfer system. This program is open to both civil servants and non-civil servants from various undergraduate backgrounds.

The socialization session also provided information about the funding scheme. Prospective students can participate in the program through various funding sources, including scholarships and self-funding. LPDP scholarships are available specifically for the double degree program with Victoria University of Wellington. Program registration is open each semester, in January and July, through regpmb.unhas.ac.id. Through this outreach activity, MAP Unhas hopes to expand opportunities for local government officials and the general public to gain international learning experiences relevant to contemporary governance challenges, while strengthening collaborative networks between the academic world and local governments in developing public sector human resources.
